DOUG MURRAY

Doug is an industry recognised (UK IT Awards 2020) and experienced Business Analyst who specialises in covert intelligence collection, analysis and dissemination. With extensive experience in the intelligence and operational aspect of Law enforcement, he is able to translate his knowledge and experience into customer solutions. He has experience leading and managing Agile teams, working with government in complex stakeholder environments and multiple supplier teams to deliver solutions of national importance. 


A skilled Business Analyst, Doug has excellent stakeholder management abilities and embeds and immerses himself with the client. He has excellent requirements elicitation and design skills, and his technical understanding of system design and architecture enable him to work collaboratively with development teams throughout the project lifecycle

Business Analysis

Doug was highly commended at the UK IT Awards 2020 in the Business Analyst of the Year category. He has all four certifications for the BCS International Diploma in Business Analysis. He is an experienced Product Owner and Leading SAFe Scaled Agilist. He has a detailed understanding of systems architecture and works collaboratively with development teams to deliver complex projects. He has full end-to-end Product Lifecycle experience, from requirements gathering to user acceptance testing. As a Principal Consultant he also prides himself on sharing his knowledge and experience, offering advice, guidance and mentorship to his colleagues.


Law Enforcement Domain

Doug has an in-depth operational and technical understanding of the Communications Data, Targeted Interception and Targeted Equipment Interference (CD/TI/TEI) domain, having spent the past 15 years operating in this area. He has helped to develop and deliver automated solutions, to adopt new technologies and approaches and thanks to his operational experience he has a deep understanding of the Law Enforcement environment, their challenges and the issues and constraints they face.

Doug is a recognised Subject Matter Expert in Communications Data, and his in-depth understanding of this area has seen him tasked and consulted on numerous innovation tasks and exploratory work. Home Office Special Project

November 2018 - Present

Doug is currently working on a national workflow solution to replace an ageing legacy system in use by numerous LEAs. He is a Business Analyst on the central design function and has responsibility for multiple business capabilities of the solution. He is also a Product Owner in charge of a supplier delivery team and has responsibility for defining and prioritising delivery. His work has consisted of the initial stakeholder engagement and management where he collated, documented and managed requirements, to the design of the solution working closely with the architecture function.


Home Office Improving Geolocation

November 2018 – March 2019

Doug was tasked to undertake a discovery project to understand how geolocation of devices could be improved for Law Enforcement Agencies. Doug engaged with a range of LEA stakeholders and industry suppliers in order to elicit requirements and develop a costed set of potential solution options and pitched options to senior stakeholder for further development.


Law Enforcement project - Chatbot                                                                                     

September 2017 – October 2018

Doug acted as the SME to support the development of a chatbot tool to assist investigators in the course of digital investigation. He worked collaboratively with the project Business Analyst and Architects of the development to detail the problem and define the requirements.

Doug was the SME on the development of Advanced Data Mediation software and assisted in its development and adoption by the Metropolitan Police. He presented at industry wide conferences, writing case studies and delivering training on the benefits to end users.


Horizon Scanning / Emerging Threat assessment

Doug was hand-picked for his expertise in digital investigations.  He was assigned to the Horizon Scanning/Future threat assessment team for the Met Intelligence command to undertake gap analysis in current capabilities against emerging technology and threats facing Law Enforcement.

Communications Data acquisition workflow

Doug was chosen to lead the development and testing of a new workflow tool for the acquisition of data from CSPs, due to his in-depth knowledge and experience in the CD space. He championed greater use of automation in his work area and detailed and presented the evidence to senior stakeholders on the operational benefit of wider adoption.


Office for Communications Data Authorisations – OCDA

From its conception through to implementation, Doug has engaged and advised with Senior staff from wider Government on the process for acquisition of Communications Data and how it assists Law Enforcement and ultimately save lives. Doug hosted the Chief Officer for OCDA and ensured they were well informed on the importance of the IP Act powers on Law Enforcement. He continued to assist at later stages with development activities such as the Case Management system they adopted.


Home Office and wider Government

Doug continues to form excellent relationships with his clients, across multiple work streams. He embeds himself with the client and team and works collaboratively alongside them as a trusted friend and advisor. He shares knowledge, experience and a positive attitude freely. He gives induction talks to new joiners on his work area and he participates in road shows to champion and drum up awareness and enthusiasm for his work area. Doug takes great pride in passing knowledge forward, and proactively mentors junior staff members. He ensures new starters are rapidly on-boarded, up-skilled and empowered to operate at the best of their ability. Numerous staff working under Doug’s guidance and mentorship have gained successful promotion
